EU Public Health Programmes

The European Commission has developed a coordinated approach to the challenge of rare diseases.

The Second Programme of Community Action in the Field of Health 2008-2013 is currently the main instrument the European Commission uses to implement the EU Health Strategy by complementing, supporting and adding value to the policies of the Member States and contributing to increasing solidarity and prosperity in the European Union by protecting and promoting human health and safety and by improving public health.

The Health Programme 2008-2013 is managed by the Commission with the assistance of the Executive Agency for Health and Consumers (EAHC). The Programme is implemented by means of annual work plans which set out priority areas and the criteria for funding actions under the Programme.

Under the current EU Health Programme, as well as the previous Programme for Community Action on Rare Diseases in 1999-2003 and the EU Public Health Programme 2003-2007, a number of projects in the area of rare diseases have been financed. Indeed, rare diseases are a priority in the current programme. Amongst the aims of financing are: strengthening collaboration at the European level amongst patient organisations; developing partnerships amongst all alliances; developing recommendations and national action plans; and increasing the visibility and operational capacity of rare diseases organisations and networks.

For the upcoming EU Public Health Progamme, Health for Growth (2014-2020) EURORDIS has proposed specific rare disease amendments for appropriate funding to support actions contributing to the objectives of the Commission Communication on Rare Diseases: Europe’s Challenges and the Council Recommendation on an action in the field of Rare Diseases, including (but not only) the European Reference Networks, information and registries.
